The focus here is on key current issues affecting the public sector – for example, energy, public transport, sewage disposal and waste management.

Discussion centres on operational management, legal aspects (e.g. municipal charges, budgetary regulations, public tendering regulations) and taxation policy (e.g. cross-subsidisation between municipal enterprises). Last but not least, attention is given to basic public-sector accounting questions such as the introduction of double-entry bookkeeping.
